Six M.P.A. Students Awarded Gosack Scholarship

Six graduate students in the Master of Public Administration program have been named recipients of the prestigious Raymond W. Gosack Scholarship for the 2025-26 academic year: Megan Zingerman, Domingo Feliz Carela, Sydney Buffalo, Rachel Britton, Andrew Guegan and Annette Nyoni.  

This scholarship is funded by the Raymond W. Gosack M.P.A. Endowment, created through a generous estate gift of over $500,000 from U of A alumnus Ray Gosack. His lifelong commitment to public service and his deep connection to the U of A inspired the establishment of this fund, dedicated to nurturing the next generation of public administration leaders. The endowment continues to strengthen the M.P.A. program by supporting professional development, promoting diversity and expanding research opportunities, ensuring students are equipped for meaningful careers in the public, nonprofit and government sectors.

Megan Zingerman
Zingerman is a graduate of the U of A, where she earned her undergraduate degrees in political science and communication with a minor in global studies. Her research interests center on the nonverbal behaviors of political figures.

As a graduate assistant in the Master of Public Administration and Nonprofit Studies, Zingerman is expanding her expertise in public service, organizational leadership and community engagement. Through her fellowship, she looks forward to advancing her research while contributing to the study and practice of public administration and nonprofit management.

Domingo A Feliz Carela
"I am honored to be named a recipient of the Raymond W. Gosack Master of Public Administration Scholarship," Feliz Carela said. "This generous support not only helps advance my academic journey at the University of Arkansas but also inspires me to continue building a career dedicated to public service. I am sincerely grateful to the Gosack family for their commitment to fostering the next generation of public administration professionals, and I will strive to reflect this legacy through my work in both nonprofit and governmental sectors."

Feliz Carela, also known as Tony Carela, is a Fulbright scholar from the Dominican Republic pursuing a Master of Public Administration with a concentration in nonprofit management at the U of A.

Sydney Buffalo
"Hello! My name is Sydney Buffalo, and I recently graduated with my bachelor's in communications with a minor in history," Buffalo said. "I am very excited to be a part of the master's program for Public Administration and Nonprofits. I am very grateful for this scholarship as it will aid me in my journey to becoming a well-rounded public servant. Thank you for the opportunity to continue my education."

Rachel Britton
Britton is a University of Memphis graduate with an undergrad degree in communications and a minor in journalism. Britton was a part of the softball team all four years at the University of Memphis, where she applied her leadership and team-building skills. She has two family members who tie her to the U of A. Her uncle and grandfather are both graduates of the university. She is currently enrolled at the U of A working towards her M.P.A. Britton is grateful for this opportunity, happy to represent the legacy of Ray Gosack, and is inspired by what he did for his community and the U of A.

Annette Nyoni
For the second year in a row, Nyoni, a Fulbright Scholar from Zambia and M.P.A. student, has been awarded the Gosack Fellowship. Her work focuses on inclusive policy implementation, social equity and community resilience.

This renewed honor, following her earlier recognition as a Hugh T. Henry Memorial Scholar, highlights her commitment to bridging policy and practice to advance equitable and sustainable community development.

"As a Fulbright Scholar, receiving the Gosack Fellowship again is both humbling and motivating," she said. "It affirms my path and reinforces my responsibility to pursue policy and governance that uplift communities in tangible, equitable ways."

Andrew Guegan
Guegan is a third-semester M.P.A. student originally from Santa Ana, California. He earned his bachelor's degree in political science with minors in French and Spanish from the U of A and currently works as a graduate assistant as the U of A. Outside the classroom, he enjoys playing soccer and biking throughout Northwest Arkansas. 

"It means a lot to receive this award. It serves as a recognition of all the hard work I've put in during graduate school and leading up to it," Guegan said. "I would like to thank my parents for supporting me, my adviser Dr. Geoboo Song for guiding me through the program and Dr. Jarred Cuellar, who inspired me to pursue the M.P.A. in the first place."
