Employees Must Disclose Extra Income ($500 or More) From Public Agencies by Friday Deadline

All full-time salaried employees on nine-month or twelve-month regular appointments are required to disclose extra income earned in excess of $500 from any single public agency source in Arkansas – including the University of Arkansas – during 2024 by the deadline, Friday, Jan. 31, 2025. Graduate Assistants, less than full-time faculty or staff, and hourly employees are not required to complete this reporting.

Extra income includes wages, salaries, fees or payments for professional or consulting services rendered to any public agency in Arkansas other than the salary received from the University of Arkansas on a regular basis. Examples of extra income include payment for adjunct teaching at another campus or services rendered to another state agency in Arkansas. Work performed for public agencies outside of Arkansas does not need to be reported for this disclosure process.

Each individual public agency source exceeding $500 must be reported. If the cumulative total from all public agency sources exceeds $500 but no single source exceeds $500, disclosure is not required.

Employees received an “Annual Reporting of Extra Income in Excess of $500” task and instructions via Workday on Jan. 15, 2025. Employees are required to follow these instructions and complete the task by the deadline, Friday, Jan. 31, 2025.

Employee Example Do you need to submit a disclosure for this extra income disclosure process?
   
A faculty member who teaches a course in the summer or intersession terms or teaches an overload course in the academic year at the University of Arkansas, Fayetteville.   No. Faculty members do not submit an extra income disclosure for courses taught on our campus.
A 9-month faculty member who earns summer research pay or summer service pay at the University of Arkansas, Fayetteville.  No. Faculty earning these types of pay do not need to submit a disclosure for summer research or service on our campus. 
A faculty member with an administrative role at the university (ex: director/associate director or department chair/head of a program or department).   No. Faculty members with an administrative role in connection to their regular appointment as a faculty member  are not required to submit a disclosure for the income related to those responsibilities.  
A faculty member who earns extra compensation for executive education, non-credit instruction, or extra service during their appointment period in an area related to their regular faculty role.  No.  Faculty members do not need to submit a disclosure for this type of compensation. 
A faculty member earns compensation for a role not related to their faculty role (i.e., running the scoreboard at a UREC game).  Yes.  This compensation is required to be disclosed. 
A staff or faculty member who is taking on an interim appointment that provides income over their current salary. No. Interim appointments paid as regular salary are not classified as extra income and employees do not need to submit a disclosure.
A staff member takes on additional work responsibilities relating to their position within their unit and earns extra compensation. No.  This type of extra compensation does not require a disclosure. 
A staff member who also works at another department at the University of Arkansas, Fayetteville. (ex: working in Enrollment Services full-time and a second position working at the athletic ticket office for games)   Yes.  Provided the employee’s regular appointment is not split between departments,  a disclosure would be required if the income from the second position exceeded $500 for 2024.  
A staff member teaches a credit course in an academic department. Yes.  This type of compensation requires disclosure. 
A faculty or staff member who has been paid over $500 in 2024 by a campus in the U of A System that is not Fayetteville or public agency in the state of Arkansas. This could include services for teaching courses or consulting. Yes. Employees are required to disclose any income over $500 from a single public agency in the state of Arkansas.

Q: What is a public agency?  
A: For purposes of this requirement, a public agency includes the university, a state board, commission, institution, office, or agency; city, county, school districts or  includes the University, a state board, commission, institution, office or agency; city, county, school district or any agency, division or instrumentality thereof, including those funded in part with funds provided by state appropriations; or any area or regional program in this state which derives financial support in whole or in part from state funds or from any non-profit corporation, foundation or organization..  

Q: If I receive $300 payments from two different public agencies, do I need to disclose this since the total exceeds $500?  
A: No, neither source of income exceeds the $500 threshold.  

Q: Do I need to submit a separate disclosure for each payment from the same public agency?  
A: No, report on a single disclosure the total sum of all payments from a single public agency where the sum total from the agency exceeds $500.  

Q: Is income from state agencies outside of Arkansas required to be reported?  
A: No, only income from Arkansas public agencies must be disclosed for this extra income disclosure process.  

Q: Is the disclosure required to be notarized?  
A: No, the process changed in January 2024 when the Workday task was introduced. The entire process is all handled within Workday and there is no requirement for notarization.
