708.0 Use of University Facilities and Outdoor Space
The policy has been updated to address Act 184 of 2019, which requires institutions to allow members of the campus community (such as students, faculty, and staff) to engage in certain expressive activity on the university campus, and corresponding revisions to UA Board of Trustees Policy 705.1 and UA Systemwide Policies and Procedures 715.1.
The revised policy clarifies and updates the campus space reservation process, but allows for members of the campus community to engage in spontaneous and contemporaneous gatherings in available, generally accessible outdoor areas, even without a space reservation, for purposes such as speaking and distribution of literature, so long as participants do not materially and substantially interfere with other university activities.
The updated policy supplies security review criteria for larger events, as well as general reservation review criteria. The revised policy aims to encourage expression consistent with First Amendment principles.
723.0 Exterior Signs and Publicity on Campus
The updated policy provides practical guidance and articulates certain time, place and manner restrictions for yard signs on the campus.
