Mathematica, based in Washington, evaluated the Teacher Advancement Program in Chicago in a project spanning five years to examine its effect on teacher quality and subsequent effect on schools. The Teacher Advancement Program was developed by the Milken Foundation in the late 1990s with the aim of helping schools put a highly skilled, strongly motivated and competitively compensated teacher in every classroom in America.
